Abstract

Objective: To evaluate the knowledge, attitudes, and perceptions of Primary Health Care (PHC) technicians and managers in the Xingu region regarding the National Policy for Comprehensive Health Care for Rural, Forest, and Water Populations (PNSIPCFA). Methods: This exploratory mixed-methods study was conducted in three riverside municipalities in the Xingu region (Altamira, Porto de Moz, and Senador José Porfírio). Secondary data from IBGE (2022), RAD/IBAMA (2024), and SCNES/MS (2025) were used to characterize socio-environmental conditions and health service organization. Knowledge and perceptions were assessed using structured questionnaires based on a five-point Likert scale, and internal consistency was evaluated using Cronbach’s alpha coefficient. Results: Porto de Moz and Senador José Porfírio presented low Human Development Index (HDI) values and limited professional coverage in riverside primary health units, whereas Altamira showed a medium HDI and anthropogenic sources related to mercury exposure. Most technicians reported knowledge of PNSIPCFA principles but identified the need for training, highlighting shortages of human resources and materials. Managers disagreed regarding technicians knowledge and the ability of health units to meet population needs. Conclusion: Gaps in knowledge and implementation of PNSIPCFA were identified, reinforcing the need for continuing education.
