Abstract

Objective: To examine the attributes, foundations, and application possibilities of Open Educational Resources (OERs) in digital learning ecosystems focused on training and continuing education in health within the scope of the Brazilian Unified Health System (SUS). Literature Review: OERs, structured by the 5Rs model and guided by Creative Commons licenses, are central strategies for the democratization of knowledge in health by expanding equitable access to qualified and updated content, overcoming economic, geographical, and institutional barriers. In the context of the SUS, their use favors the dissemination of technical-scientific knowledge among professionals at different levels of care, promoting greater training equity. Integrated into open platforms (LMS/Moodle), they allow the adaptation of content and clinical protocols to local realities, encouraging active methodologies, student autonomy, and interprofessional collaboration, in addition to supporting evidence-based continuing education. Final considerations: It is considered that OERs are strategic for the continuous qualification of professionals and the consolidation of inclusive practices in the SUS (Brazilian Public Health System), although they depend on the strengthening of public policies and greater production of evidence.
