Abstract

Objective: To analyze the behavior of inpatient and outpatient expenses of the Unified Health System and social security expenses of the General Social Security System simultaneously in Brazil, according to the anatomopathological characteristics of the diseases, organized by the 22 chapters of the 10th International Classification of Diseases, between 2010 and 2019. Methods: Observational, descriptive and longitudinal research, based on expenses recorded by the Department of Informatics of the Unified Health System and the Social Security Historical Database. Results: Total expenses, impacted mainly by neoplasms and cardiovascular diseases, were reduced, from 35.4 to 27.9 billion reais, consisting on average of inpatient expenses (54%), outpatient expenses (28%) and social security expenses (18%) (p<0.05). There was a strong negative correlation between inpatient and outpatient expenses and the increase in the Brazilian population (p<0.05), however a strong positive correlation with the Gross Domestic Product (p<0.05). Conclusion: The highest expenses were related to Unified Health System expenses (inpatient and outpatient), followed by social security expenses of the General Social Security System. Total expenses decreased under the influence of Unified Health System expenses and a hypothesis for this reduction would be the positive correlation between Unified Health System inpatient and outpatient expenses and Gross Domestic Product.
