Abstract
Objective: To analyze the operating dynamics of the Municipal Health Council of a municipality in the center-south of Piauí. Methods: Documentary research, with a qualitative approach, based on institutional documents, using thematic categorical analysis. Documents related to the creation, constitution and functioning of the council were identified, and the frequency and topics discussed in its meetings from 2013 to 2022 were analyzed. Results: 151 meetings were recorded, covering a total of 517 subjects. These subjects were grouped into seven thematic categories: financial reporting, programs and projects, supervision and monitoring of actions and services, administrative organization, information actions, reports and others. The results indicate that the council analyzed is following the regulations and presented a drop in the number of meetings during the pandemic period, in addition to a predominance of discussions related to the approval of the financial accounts of the municipal health department, which suggests a notary bias of its operation. Conclusion: The need to expand discussions in the council on strategic and political issues to improve performance in the formulation and execution of health policies is highlighted. These limitations reflect a crisis in the social control of public health, observed in several municipalities and states in Brazil.
